In addition to legislation defining accessibility requirements, it is important for structures to be implemented that encourage and ensure compliance with the law.
The Government of Sindh should introduce the following measures to ensure compliance:
- Integration of legislation into building codes
- Compulsory review of building plans (new and modifications) by building authorities to ensure compliance
- A provision for individuals to file legal cases against organisations in breach of the law.
- A Government coordination office on accessibility, which would authorise:
- Penalties for organisations that do not comply with the accessibility laws
- Tax incentives for organisations that voluntarily comply with the accessibility laws
- An independent certification authority, providing audits and certification to organisations
- This would be of a similar nature to the United States Environmental Protection Agency
- Publish circulars to organisations to inform them of legal requirements
